In a 5-yearly survey conducted by HDB in 2008 on the demographic and socio-economic profile of HDB residents, it was revealed that Permanent Residents (PRs) and foreigners make up 12 percent of the total number of HDB dwellers.
Some 4 percent of the total population in HDB flats were foreigners while 8 percent were PRs. This compares with the remaining 88 percent of Singapore Citizens. The overall HDB resident population increased by 2.7 percent over 5 years to 2.92 million in 2008.
